However there still may be authentication involved such as when mail flow connectors are used. for example, if you have a connector that forces the use of TLS and is currently using TLS1.0, then when TLS1.0 is disabled by us, emails will fail to send.
However, I am not aware of a broader analysis on this draft TLS 1.3 null cipher. Without such an analysis I cannot say with confidence whether your impersonation attack is present or not.
